Unfortunately, all my dogs have been vaccinated for Kennel Cough and all six of them had it a few months ago. Harley had it the worst though. He was behaving the exact way you're describing and on top of that he had a yucky mucus like substance in his poop.
Have you done a throat sweep? To feel if there really is something back there caught up in his throat?
Personally, I would go ahead and take him to the E-Vet especially since he is so young. Please keep us updated.
