Default breeding

Of course, I thought that went without saying, sorry. What I am saying is this..many say they have tested the parents and all is well, so if a puppy has a problem it could not possible be the fault of the breeder since they tested their dogs...
I read a recent post on another forum...breeder of 20 yrs said they have never had any health problems if any sort ever...how is this possible? Never a hernia, bad knee, bad bite, allergy, etc etc...this is the first breeder I have ever heard to have no problems whatsoever...
