Something that is worth having is worth waiting for. I had to wait 15 YEARS until we were homeowners and had the means to take care of our dogs. Heck, the second night we had Luna, we had to rush her to the ER vet and it cost us $730 What if we had spent every dime we had just buying her? She would have died that night if we weren't able to pay them. YES< they will let your animal die if you cannot pay, they'll turn you away. Most vets will take payments, but ER vets commonly do not.

Hang in there, keep learning, and keep saving. You WILL WILL WILL have your Yorkie when the time's right. It'll all fall into place, you'll see I'd be very wary of getting a pup "on the cheap", and from someone who has even said that she cannot properly care for them. They could be very sick, and if you don't have the money to help them, then you will be out your money, and having to go through the trauma of having it die on you
