You need to use a really good conditioner on her if you don't already. Check to see if you can dilute the conditioner down and use in a spray bottle where you don't need to rinse out. Sounds like her hair may be too dry if she matts that easy. I keep the hair cut short under their arms and groin areas. Those seems to be very fine hair that's easily matted, especially if they are wearing clothes or harnesses.
I use a slicker brush first, then metal comb. The slicker takes out any matts that may pop up.
