Once a month is fine if you are going to have to pay someone to do it for you. However, if you do it yourself you might as well just do a little bit every week or two.
As far as how much to cut off...cut off a little bit and look at the cut surface. If it is the same color all the way through (whitish) cut another little bit. Continue taking little slices until you see a black dot appear in the middle. Then stop. Don't stress, you are still a little ways away from the quick but you are getting close. Use this nail as a guide for cutting the rest of the nails. Cut just a touch less on the rest of them. If you make a mistake and cut one too short don't get upset. Put a little quickstop on it (if you have some) or some cornstarch, or cinnamon and move on to the next nail. Your little one will be fine, really.
