I just reread your post and I think I misunderstood what you were asking about.
It is normal for this still to happen from time to time even after they are neutered. Also, depending on how old he was when you got him neutered, he can still get the "humps". The longer you wait, the more testosterone gets produced and they can still have these behaviors even after the procedure.
