I don't know if it's too late or not -- BUT -- what might help is to try the pee-pee pads that have the "attractant" built in. This has something in them that draws the dogs to it (they probably smell like urine to the dogs and makes them think they've gone their before). They sell this type at most pet stores. The brand I use on my dog (who is now 1 year old and I'd say 90-95 percent trained) is Nature's Miracle Quick Results Training Pads. Good luck!
