Are you talking about those course wire like "guard" hairs? If so, the answer is yes....I pull back all the regular hair away from the guard hair and with baby manicure scissors as close as possible to the skin. It makes the coat on the muzzle lay flat when you clip them out.

No, it doesn't cause problems. I'm a show breeder and it's common practice amongst exhibitors.

The eyebrows can be trimmed down too. Makes for a much cleaner topknot
