Sad Afraid to Clip His Nails.. Way too Long.

Harleys nails have slowing grown longer and longer and I'm too afraid to clip them because I don't know where the quick is. And besides me being worried, he's a total baby now. Even if I don't hit the quick he yelps like he's dying the second I clip down on the nail and the sound makes my heart stop. I walk him on contrete with a harness so he can pull as hard as he likes and wear them down but I think he's to the point where that won't help much. He clicks when he walks and I hate that, I feel like I'm a bad mom. I hope to get him a dental soon and am wondering if it would be ok to ask my vet to clip back his nails even past the quick while he's under so he won't feel it. Is this ok? And if they do it will he's nails be sore afterwards? I just figured it would be the best route to go ahead and clip them back as far as possible to I can start all over and just start clipping them bi-weekly. Any input?
