Have you checked with the vet to see if perhaps she has retained puppy teeth? That's a thought, if she's still teething.
When you catch her, reprimand her for this behavior! Whatever method you have for correction, be consistent in letting her know rugs are NOT chew toys - and, of course, be sure she has her own chew toys to get out her puppy chewing on.
I had oriental rugs in my foyer, and Abigail destroyed the fringe on both the runner and the one in front of the door!
