Muffin's never did water. I would just need to clean the matter from the corner of her eyes. Kacee's do water, but it is clear. I've noticed it is worse in the cold and in the wind. Your vet can flush them in case a tear duct is blocked if you ever have her under anesthesia. It's a simple thing.
