I totally agree with lolabella....we are still training our puppy and we've decided to invest in the crate, the expen, the pee pads, the odour neutralizer...the whole nine yards!
The odour neutralizer is great because if you're diligent about cleaning up after accidents, puppy won't be able to smell where s/he went last time.
My vet recommended not using pee pads because they feel like carpeting. instead to use a litter box with some kind of safe litter substrate. This way your dog will more easily be able to train to go outside (instead of being a potty snob..."you want me to do what? here?"). There is most likely nothing else in your house that will have the texture of the litterbox, and s/he will more quickly associate that that is where to go potty.
We ahve her in an ex-pen during the day, because like you we find that we're gone for too long for her to hold it....however, she rarely goes potty there and wakes us up in the morning to let her out to do potty else where (at 12weeks....peeing is 80% in the right place....pooping is everywhere but!)
It's frustrating, but remember, s/he is living in your house, not the other way around, and in the end you'll both be happier.
