Ever see a 10yr old 70lb german shepard doing a 6month old 12lb beagle, I havent either but I see the strange looking pups they produce sitting in the pound-not that your babies would go to a pound, but the point is dogs do not know better, we make their choices for them & then sometimes live w/the wrong one and the pain even death they cause. He doesnt care how big she is, especially if she goes into heat. She may not even get to 3 lbs full grown so she is to small to breed & he is above the standard for studding, In my opinion I would call & get him fixed immediately & then she will be safe until shes older & you can get her fixed.
