Otherwise, you could contact the Better Business Bureau, your local state attorney general, or look into mail fraud with the US Postal Service (if they are taking money and sending goods that don't work, I believe that's considered mail fraud). I used to work for Wells Fargo - there it was either 90 days or 6 months to get the refund. I would call your credit card company today to make sure you don't miss the window of when they'll allow you to dispute the charge.
About the 8% - if their site clearly says 100% money back guarantee, the can not withhold 8%. Print the page where it says 100% money back in case they try to say that was never up there. Also, tell them your attorney will be in contact with them.. even if you don't even have one. That generally scares them into refunding it (I have a few lawyers in the family).
