There is a spray at your pet store you can spray on the pee pad that will draw them to it. I can't remember the name of it. it's been so long ago.. That is how we started out with our two yorkies. One caught on real fast and the other one seemed to get it from watching his brother.
This might help. I will say that we still have an accident.... or should I say on purpose if it is real cold outside. They know where they are to go, they just get defiant. Patience....Patience.... Good luck.
