have you tried crate training? puppies forgot alot LOL so when you interrupt his peeing and move him to the pad he forgets what he was doing. when you catch him peeing and move him to the pad and he forgets, put him in the crate for a couple minutes so he remembers that he has to pee, and then bring him back to the pee pad.
