If it's within a certain period of time, you can contact your credit card company and complain. Document everything you have tried and what the company has promised.

Otherwise, you could contact the Better Business Bureau, your local state attorney general, or look into mail fraud with the US Postal Service (if they are taking money and sending goods that don't work, I believe that's considered mail fraud). Good luck in getting your money back! Be firm and professional when dealing with everyone. Yelling, screaming, or cussing usually don't work too well...
