I am not afraid to breed a bigger male to a smaller female..but the female needs to be at least 5 or more pounds. I have pulled out huge pups from small sires and tiny ones from the bigger boys..if all we had to do to get small birth size pups was use a tiny male, there would almost no sections.
Charlotte (6 pounds) was bred to a 6 pounder and free whelped..the next time I used a my 3 pounder and she needed a section...one male was too big!
Go figure..the bigger pup should have been in the first litter, but no one told him I guess. LOL
