Aubrey - you can wait till she is 6 months old to get it done. And, see if your vet will lessen the amount given. The dosage that is mandated is for a 25 lb dog - so they can give a fraction and still ensure the pup is protected. My vet's opinion is that she gives the shot and you get the certificate. If you are really uneasy, talk to your vet more and wait a little longer.
