I use a oyster nail grinder (Dremel makes one too). No pain and no fighting. Just be sure to keep ALL hair away from the head of the grinder. You can take an old stocking and push your dog's toe nails through the stocking to keep the hair away from the head of the grinder. Then it's like filing down your own nails - but in half of the time.
