This is a broker. These puppies are shipped from overseas far too young. Only a breeder would do this that does not care about their puppies.
Size cannot be guaranteed, they can tell you anything.
If there is a problem with your puppy you would have no recourse as you are dealing through a third party. I have heard of a breeder in Ireland selling in this manner and is not someone I would recommend.
14 puppies is mass breeding, ie puppymill. You have no clue about the parents, what they might look like, any health issues would be a mystery to these people, you have no way of knowing how these puppies were raised.
Find a local reputable breeder that you can visit and deal with directly.
