I guess they count in the spay and neuter, i really don't know. They also don't want to make it to easy for just anyone to adopt and then not be responsible petowners. That is my opinion. Some of these pets have had very rough lives to begin with and they want to insure that they go to the best of homes. To cheap would mean that anyone could buy them and then turn around and not be responsible.I think $300 is a good price.
