Yes, it is very sad. We had a case here recently of a woman who had started out running a small rescue, but it got way out of hand. When the authorities went to check out the situation, they found over 160 dogs at her place.
She wasn't breeding them, and was really trying to take care of them, but she didn't know how to say enough is enough and ask for help. She was trying to take care of all of them herself.
