I can only tell you my experience with S & V Quality Pups. I got my Maltese from them ten years ago. They did not breed her. They brokered her. They also lied to me big time. I adopted Emma at probably the worst time one could, while I was grieving the loss of my Yorkie of 15 years. They saw me coming! I told them I wanted a small Maltese. They showed me Emma. They told me she was 2.5 pounds at 16 weeks. They assured me that she was going to be a tiny. They charged me quite a bit more than they would have for a larger dog (over $100.00 ten years ago.) I fell in love and I adopted her. I took her to my vet and he went crazy. She was probably closer to 10 weeks than 16. Needless to say, she grew much larger than they said. She's now over 10 lbs. There are also some doubts over whether she is purebred. Of course, I love her to death no matter, and am happy that she's healthy (the most important thing!!!), but I paid a premium for something I didn't get. I was taken!!!
