It does fit Charlie, it's just that it's on the first or second buckle hole and the rest of the strap hangs off the side and it bugs me (not him, me LOL) Charlie's chest is roughtly 12.5". Mine are 11", 11 1/2" and 12". Wonder if a size 2 would be better. It sure would be cheaper!
