I had to have Luna's hair cut very short for the same reason, Aubrey. The groomer gave me the best advice. Brush her EVERY single day. Never skip a day.
If it was me, I'd get her cut/shaved very short and start over, hard as it is to see your baby half nakey and shivering
It'll grow back so much silkier anyway. Luna's did. Plus we got the Cowboy Magic, and it IS magic. I even skip a day or two on the brushing now and have no problems. No problem after wearing clothes either
