Both sites say:
"Weight
Must not exceed seven pounds."

There is no minimum. I understand they do not scale the dogs at AKC shows since weight is not a disqualification, so looking well-proportioned is most important. I am basing on reading only -- people like Mardelin (Mary) can give you the real life situation.
