I know that won't fit Sissy. She has a 12" chest, but only a 7" neck. Perhaps if you make the neck adjustble from 6 1/2-8" - that would work with a chest size yuo made. Also a wide velcro closure across the chest piece will help it fit a smaller chest as well. Hope this helps.....
