I have one to make for a dog who is bigger than Shylah and smaller than Starsky. Let say their chest size is 13 in, do I cut the vest to be 13 inches wide including the part that has the velcro?
You would have to add your sewing line (1/2 or 1/4") seam allowance so that the finished size is 13" around the chest. I am trying to do this also..I think you will have to just try it and see how it fits. If it is too small add to the pattern. Kinda trial and error.

Good Luck!
