Actually not..
I started training mine outside in about that temp. Mine did their business very fast and once they figured out they get a treat also it got even beter.
Now they go outside now without any problems in the cold and snow.
Sometimes I have to make them come in..because I am afriad they will freeze.
NOW..Rain is a whole another story.
