I had that harness for my Luna, who was 2 lbs when I got her. She quickly outgrew it, and I didn't like it because it put pressure on her neck. There's nothing attaching the two loops on the belly area, so the neck one tends to press into their throat
I'd take it back and get a step-in harness. I got one at PetSmart
