I think you can turn them in anonymously. Just make sure you tell the authorities you don't want these people to have your name because you are afraid of retaliation or something. |
I agree- you have to be able to turn them in wtthout the person knowing who did. Otherwise fear would prevent a lot of people from reporting things like this.
