Unhappy Bad Breath

Buddy is a 7month old Yorkie, with extremely fowl breath. The Vet suggested he might be eating is stools, but he's definately not, or the food he was eating, or look for infected tooth. His gums and teeth look fine, and I have him on Nutro MAX Puppy for all breeds. For awhile I thought it was one of his toys and took it away, it seem to get better and then it came back. I thought maybe it was his rawhide, but those are gone and he still has it. He doesn't act sick so I really don't know. The clinic still seems to think it's the food, but my other dog ( which just died) and my outside cats eat everything and there breath never smelled this bad, but I had a Llasa that passed away too and she had fowl breath also. But, I new her teeth were bad and she was 13yrs. old, I just figured it came with age and she wouldn't let me brush. Buddies teeth I brushed, but I can't say it smelled any better. Any suggestions????????????????????
