If your puppy is only 13 weeks he should be being fed 3 times a day at least. Puppies are growing at this age and do need the fuel to grow and play. Even though the parents may have been small, does not mean that your pup will be tiny. Unless you know the line's pedigree back several generations you can not be sure what the pups will be. Most people will not breed a female as small as you said his mother is, but there are a few that do. That soes not assure a tiny pup, you can get throwbacks in any breeding. Your puppy will definately grow until it is 6 monts, and it may still grow slowly up until a year.
