I don't think that anyone will preform that type of surgery with anesthesia. It would be very cruel and painful, and there's no way that your dog would stay still for it. It is not like what happens at a human dentist.

There are some dental rinses that are supposed to help reverse the damage. I would reccommend checking out some online sites for dogs, or contact a dog dental specialist for advice. Regular brushing and dental/salt rinses should help. When my chi's teeth fell out, one broke and was bleeding. I soaked a cotton ball in warm salt water and held in on the area for a few minutes. This would just be a temporary way for you to treat the red, inflammed areas of the gums to keep infection away for now, but it's a start.
