The lifting of the leg is for the other dog to sniff her. My females do it all the time to each other and to my male. They are not trying to pee on the others head. I don't think this is a lost cause, but it will take some patience. Can you separate them when you can't watch them and give them together time only when an adult is present. I think your puppy is just being a puppy. How old is she? |
