Yeah, I do believe she is engorged. Mastitis is actually when engorged milk ducts become infected, so it may not necessarily be mastitis. In humans, if it persists more than a couple of days, it is time to worry. Don't know about dogs. I'd call the vet to be safe. When I was nursing my own human babies, I got it with my second baby. Cool cabbage leaves placed on them helped relieve the swelling. I wonder if you put them on her if she wouldn't eat them.
