Ground beef is fine. Most cooked meat (unseasoned) is fine. Do you know what she's allergic to or the general source (food, inhalent or contact)? I'm not sure how much cottage cheese is too much, but I've never given over a heaping tablespoon in a day for my oversized Yorkie.
