This is correct.
When the dog has an erection ("lipstick" or "rocket") that won't reduce it's a condition called priapism. This can be a medical emergency because the penis can become necrotic (the tissue dies) requiring amputation. Most of the time it's caused by hair around the tip that gets caught and won't allow it to reduce. KY Jelly or vaseline around the tip will help it to reduce,then trim the hair! If it still won't reduce then get to a vet asap.
