If it stays out too long it could be that it is swelling and the circulation is being cut off. This can cause real problems for him requiring surgery. The best thing to do is use KY Jelly or even Vaseline to lubricate it and work it back in. Usually all you will have to do is pull the sheath (skin) back up over it.
If she can't get it in she needs to call a vet right away, not wait until tomorrow.
