Yes, it certainly does seem that they should be doing more. Is there a number that you can call to kind of "push" things along??? Also, check out YorkieShadow's threads, she's posted a couple of yorkies available for rescue. I'm not sure if she's affiliated with the rescue or not, but if so, she might be willing to offer some advice!

Good luck. It's a great thing giving a rescue-dog a forever home!
