Mother's milk lets down every 2 hours.

Are you keeping mother and babies confined in an area; x-pen, puppy play pen. Sometimes, when mothers are not used to being confined, they're a reluctant to stay with puppies. Then puppies like to use mom as a pacifier. If they're gaining steadily, I wouldn't be too worried.
