Hi and welcome to YT. No 7 lbs is not too small at all to breed. Yet not being a breeder and no expert Id still have to say there are so many factors other than size that needs to be considered. The overall health/genetics of the mating Yorkies, educating yourself on breeding a Yorkie, etc. I personally respect breeders who educate themselves as much as possible and then even some more before even considering breeding a certain breed and take thier love and concern of the breed most importantly then anything else.
