If the mother and father were never registered before mating, I am not even sure you can get the litter registered. That would be a question to the AKC direct. But, even if it is possible, I think it would be a lot more toruble than it would be worth, especially since you do not seem to be getting cooperation from the mother and father's owner. It could even be that he did not get a registration application one one or both. So, many "purebreds" sold with the promise of papers to come but never materialize.
