Dena- Mine only go on the pads, so I can't say from my own personal experience that the drops work, but I read the bottle and it says that they are for indoor and outdoor use. I think when you are using the drops for outdoor training you just need to make sure you take him to the same spot everytime you take him out...like a specific plant or a rock or something and then put the drops on that so he is attracted to go potty there. As far as inside... after I put the drops on the pad, I would put Tino/Bunny on it and say go potty... sometimes they would, sometimes they wouldnt, but it definitely got their attention bc they would start sniffing the spot like crazy. And everytime I would catch them I would give tons and tons of praise and then give a little BilJac treat. With the help of the drops they were both trained within days! Are you confining your puppy to a space while you arent home.... if you are giving him run of the house, it may just be too big of an area for him until he is potty trained. BTW.... the drops are kinda stinky, but if you confine him to a smaller area with his pad at the opposite end from him food, you will only have to use them for a few days.
