You might get by with it in other areas, but I live near St. Louis and I have never gotten by with taking dogs anyplace except where dogs are normally allowed like parks and dog stores.

I have even seen a park here that says "no dogs allowed". I couldn't believe it. I know I have seen a lot of people here that get by with sneaking their dogs in, but with a stroller, I don't know unless it looked like a baby stroller and your dog was hidden and really quiet.

Maybe in your area you can get by with more than we can here. Good luck.
