I use the spray on my puppy pads. It does help considerably!

Another trick I've read about is wiping up a mistake on the floor with a puppy pad so that the pad has the scent.

When we first got Carter, he wouldn't pee outside. We took him into our neighbor's yard to smell their dog's urination. He no longer had a problem after that. I have to credit my 15 yo daughter for thinking of that!
