The best harness I bought (and one of the cheapest ones) was this step in one. I just bought the next size for Bella. They adjust size wise and the S can fit a tiny tiny dog. Bella is 5 lbs now and needs a medium in this brand - she is wearing the small still but as big as it goes. It is nice becuase there is no velcro to stick to their hair
