Ok, I know you don't wanna hear this... but if I was you I would start Bella on the pee pads... And when there is still daylight you can walk her... This way she will be trained to use the pee pads and outside to go potty...
Maggie uses the pee pads and outside to go potty... Here where I live it's kind of dangerous too...
