Question Boy problems

Raja's dad and I were really worried when we noticed the little lump on his lower belly. I made a vet appointment right away and it turns out the lump is his testicle (thank goodness it was nothing else, I guess!). I poked around in some past threads and saw this happens with younger pups, but our Raja just turned 1 on Jan. 4th making him 26 weeks old. This doesn't seem normal, but I'm wondering if anyone has had a similar experience? If so, did they "drop" naturally or did you just go with double-incision neutering?

I do want to have him neutered, since I read it lessens the chance of cancer, but I'd like things to happen naturally and have a normal one-cut surgery.

The vet also said we should have his baby teeth pulled - should they have fallen out already? I'm always wary of their suggestions because the exams are very rushed and they always conclude that we need to spend more money. (I have found a better vet that we'll be visiting next time)
